Foster
Care and Adoption Services
Adoption
Services
Provide
support for developing ongoing adoption, home recruitment, adoption processing,
as well as pre and post adoption counseling services. Services provided to
the children, foster and adoptive parents, and natural family members.
Foster Family Care Services
Provides safe,
nurturing home environments for abused and neglected children. Foster
parents and case manager provide for the emotional and physical needs of the
children while working with the natural family towards reunification.
Different level of supervision and treatment are offered based on the age,
behavior, and psychiatric or medical condition of the child. Currently
provides specialized care for children needing attention through its Treatment
Foster Care Program.

Delinquent Foster Care
Places youth found
guilty of a crime in foster care, as an alternative to
institutionalization. It is part of the city of Philadelphia's
initiative to develop more effective interventions for delinquent youth.
NET staff provide counseling to the youth treatment family, probation officer,
youth and natural family formulate a treatment plan focused on helping the
youth make positive changes in behavior, education, health and family
relationships. Foster Care is also prepared to serve youth with mental
health problems that contribute to their delinquency and are potentially
disrupting to the placement.
Delinquent Mother-Baby
Foster Care
Places delinquent female adolescents in specialized foster care while pregnant. In addition, there is a strong emphasis on prenatal care and parenting skills.

Juvenile
Justice Services
Services
to Children in Their Own Home (SCOH)
Allows
youth to live at home and attend their local school after being found guilty of
a crime. It helps the youth and natural family to cope together, rather
than experience out of home placement. Treatment team provides counseling
and support focusing on behavior, education, health and family
interactions. As the family and youth progress toward identified goals,
Family Court is provided with information frequently enabling the youth to be
moved to a less intensive level of care until discharged.
Firehouse Residential Program
Places youth in a residential setting while awaiting trial. Youth are assigned to a full-time counselor upon entrance to ensure that the child's individual needs are addressed and met while in residence. NET staff provide education, counseling, recreational and cultural activities as well as life skills training during placement.
In-Home Detention
Enables youth to be at home while awaiting trial. NET staff provide a structured after school and evening program of educational and recreational activities along with constant supervision. Family interaction, school attendance and curfews are also monitored daily. Information is shared with Family Court and Community Based Detention Services regarding current detention status and possible placement.
Girl
of Promise
The
Girls of Promise program is a research project that addresses the needs of
adjudicated and pre-adjudicated girls who reside in Philadelphia County.
Using Functional Family Therapy, Creative Arts, Research and Evaluation, the
mission of the Girls of Promise Program is to strengthen families and change
individual and family behaviors to prevent young women from becoming further
involved in the Juvenile Justice System.
